The regulatory framework for importing sustainable energy vehicles in Argentina has entered a decisive phase. Following the implementation of Decree No. 49/2025, the Secretariat of Industry and Commerce has launched a second call for applications for zero-tariff import quotas. This decision, formalized by Resolution No. 210/2025, presents an immediate and strategically valuable opportunity for companies seeking to import electric and hybrid vehicles— for fleets and / or particular usage.
1. Key Benefit: 0% Tariff for imports
The cornerstone of the regime is the complete elimination of the 35% Extra-Zone Import Duty (D.I.E.) for electric, hybrid, and hydrogen vehicles. This incentive applies to units with a FOB value not exceeding USD 16,000. The measure aims to ease access to more sustainable and efficient technologies, allowing both importing companies and those looking to expand internationally to incorporate modern assets at a significantly reduced entry cost.
2. New Call for Applications: Available Quotas and Deadlines
The total annual quota for 2025 is 50,000 vehicles. After the first allocation of 28,262 units, the government has opened a second call for the remaining 21,738 vehicles.
This allocation is of high interest to local businesses:
• 15,715 units: Allocated to automotive manufacturers with production in Argentina.
• 6,023 units: Specifically reserved for importers (legal or natural persons) without local production.
The deadline for submitting applications in this new phase is June 25, 2025. According to official estimates, the first 10,000 vehicles imported under this new call could enter the country by October, highlighting both the urgency and the tangible nature of the opportunity.
3. Requirements and Allocation Criteria: How to Apply Correctly
Successful application depends on proper administrative handling and compliance with specific criteria. The process is carried out entirely online via the TAD (Remote Procedures) and VUCE platforms by the importer.
Key allocation criteria include:
• Price Priority: Preference will be given to applications offering the lowest public retail price.
• Mandatory Documentation: Applications must be submitted by an authorized representative and include all documentation accrediting the company’s legal status (CUIT, articles of incorporation, board of directors’ minutes, etc.).
Failure to comply with these formalities may result in the application being rejected.
The new call for importing electric and hybrid vehicles with zero import duties is likely to be one of the most relevant competitive opportunities for electric vehicles manufacturers and distributors, which want to sell their units in Argentina. With a defined quota for importing companies and a deadline of June 25, it is essential to act swiftly and accurately. However, if the quota is not fully met, there will probably be a new deadline, besides the possibility for a new calling in the second semester; it is key to keep up to date.
