Union Digitalization: The New Mandatory Portal

Por 1 agosto, 2025 No Comments

Pursuant to Provision 7/2025 issued by the Undersecretariat for Labor Relations, as of April 2025, all communications, filings, notifications, and documents falling under the jurisdiction of the National Directorate of Labor Associations must be submitted via the Ministry of Human Capital’s “Public Procedures” Portal.

This digital advancement is part of a broader effort to modernize and streamline administrative processes in the public sector—an initiative that has also been implemented in other areas, such as the simplification of the regulatory framework of the General Inspectorate of Justice, previously covered in this space.

Key Highlights of the New Regulation:
– Implementation of the Public Procedures Portal: From now on, all applications related to the Law on Trade Union Associations must be processed exclusively through this online portal. The system aims to enable more transparent and efficient case management, optimizing internal workflows and improving public service.
– Enhanced Document Management: The platform will integrate various management systems, facilitating better tracking and monitoring of procedures, while also improving inter-institutional coordination. This will help shorten response times and simplify bureaucratic processes.
– Mandatory Electronic Processing: All documents and communications under the National Directorate of Labor Associations must be submitted digitally, fully replacing the previous paper-based system.

How Does This Affect Companies and Unions?
The digitalization of administrative procedures will bring several benefits, including greater efficiency, lower operational costs, and increased accessibility to public services. It will also promote best practices in process simplification, ultimately enhancing the quality and transparency of public service delivery.

Moreover, the platform is expected to serve as a centralized reference point for all applicable regulations related to each union. For example, when employers are faced with a situation where a worker or union representative refers to an unfamiliar regulation, they will now be able to quickly and easily verify whether a resolution, collective agreement, or accord exists and is in force. This level of transparency will help foster more constructive labor relations.

Conclusion:
The mandatory use of the “Public Procedures” Portal marks a significant step forward in the modernization of labor-related regulations. It promotes simplification, accessibility, and transparency in the management of union-related administrative procedures.
Union entities must adapt promptly, as complementary regulations from the National Directorate of Labor Associations are expected soon—bringing this new system into full and exclusive force.
